The regular Annual Meeting of the Clinton Baptist Association of Churches was changed to an Executive Board Meeting. The meeting of the Executive Board was called to order by Pastor Kenny Rains, First Baptist Church of Oliver Springs at 6:30pm on October 20, 2020 at Clinton Baptist Association and online via Zoom.

Executive Board Meeting Minutes for July 21, 2020 were reviewed. Moderator made motion to accept minutes. Pastor Rick Miller 1st. Lynn Mowery 2nd. Minutes accepted and approved. Minutes attached.
Moderator, Pastor Kenny Rains recapped the July Executive Board meeting, that we decided to change the annual meeting to an Executive Board meeting due to COVID challenges. Nominating Committee report same officers for one more year.
Budget & Finance Committee Chairman, Dr. Lee Hickman reported that the committee met virtually and decided to roll the 2020 budget over as the same budget for 2021 year. Motion coming from committee does not need a second. Vote passes.
Financial Report was reviewed and approved.
Briceville Friendship Center, Director, Becky Burris reported during COVID numbers of pantry visitors has been fluctuating. The center generally serves the community by offering a place to hold bible studies, birthday parties, funeral banquets, baby/wedding showers, summer bible program and once monthly food pantries. The center also hosts holiday parties for the community. The summer bible program has not been happening due to COVID. The annual Christmas Party has been cancelled as the school will not allow the number of people who attend, yearly. Jeff Wells & Mike Sawyer from Georgia church will bring Christmas Backpacks in November. Becky along with members of First Baptist Church, Briceville will make sure people get the backpacks. There will be something COVID friendly in place to distribute the Christmas Backpacks, Angel Tree gifts and any other donated items for the community in December, either drive-thru or deliver door-to-door. Becky Burris thanks all who have helped the center. Each year Central Baptist Church has hosted a White Christmas Food Box Ministry in Oak Ridge and Briceville. The center received 60 boxes last year and that had made just enough boxes. This year, the Clinton Baptist Association is recruiting churches to help in supplying 75-100 boxes for the families. Currently there are 40 boxes promised to the center. There will need to be 35-60 more boxes prepared to meet the need of families in Briceville this Christmas. Churches will be notified and asked to help purchase and pack boxes for specific sized families. Becky is working to get a list of family information and size of families. Attached to the October 20, 2020 Executive Board Meeting Minutes is a list of items that need to be in each food box. It is requested that any churches interested in supplying any number of food boxes for this ministry need, please contact the Clinton Baptist Association Office to sign up. Nashville church has been helping by taking 10 Briceville Angel Tree applicants. Georgia church came to center and rebuilt pantry closet into a larger organized pantry room. The Georgia church also came and remodeled the center kitchen. First Baptist Church, Oliver Springs has helped the center. They also furnished the center with a working refrigerator when the center fridge went out. The Food Pantry currently runs about 40 citizens. Pine Hill Baptist Church has sent food and CD’s/DVD’s for the food pantry. The center distributes sermons/worship on CD/DVD from our churches to families that pick up groceries. Any churches that want to send CDs/DVDs to the center please bring them to the Clinton Baptist Association and Becky will pick them up when she picks up grocery donations. All grocery donations are welcome to be delivered to the Association during office hours or directly to the center by appointment.
Moderator called Pastor Lynn Mowery to pray over Briceville Friendship Center and director. Moderator presented a challenge regarding the Briceville Center: How can we increase our participation with Briceville ministries? He encouraged churches to pray and give and hold them to it.
Associational Missions Strategist, Keith Pierce, Clinton Baptist Association reported:
Working on Building/insurance repairs. Historical Society required that specific paint and color must be outside. Permit was purchased to complete outside work. Work is still in progress to complete painting and repairs outside of building as well as inside. Second Baptist Church volunteers put a sealant coat on the roof after Dave Brogden did roof repairs. Carpet was installed in Conference room. The last thing that will be worked on is the lighting throughout the building. Water from the 2019 storm damaged several light fixtures. Planning to switch to cheaper LED lighting. Keith had been speaking with Jimmy Byrge, electrician. Inside just needs some basic painting and updating with little repairs left and two small offices need carpet. Randy Davis, Tennessee Baptist Mission Board: 3 Pastors diagnosed with COVID. One pastor, 57 years recently died from COVID. Keith shared a number of COVID related cases and his own COVID story to let everyone know it is real. Crossover Rocky Top was cancelled and brings sorrow over the lost souls that could have been saved @ Crossover Rocky Top. 2020 will be hosted as a 2021 mulligan or repeat/do-over. Keith Mentioned the Revitalization Strategy and team members which you can see attached to these October meeting minutes. Keith is still working on moving from Atlanta to South Clinton and will be moving the rest of this week. Keith brought attention to a Community Advisory Board handout sharing the needs for more foster parents as well as Big Brothers Big Sisters volunteers needed. The handout is attached to these October minutes. Fan the Flames Preaching Conferences will be taking place over the next several months. Beginning Monday night, November 16th former President of Southern Baptist Convention, Dr. Jim Henry will preach the fist Fan the Flames conference 6:30-8:30, virtually. A date and times is in the works to schedule Pastor Roc Collins for a conference. Mike Stone will be Facebook Live from the Clinton Baptist Association’s Facebook page February 1st 6:30-8:30. A ramp is needed to be built in Clinton for a young man on home health care. Contact the association office if your church can help.
The possibility of a Live-In person conference was discussed. Zion Baptist Church willing to host sometime early before Christmas with Roc Collins, date TBD
Dr. Lee Hickman prayed for Keith Pierce and the Clinton Baptist Association. Pastor Rick Miller prayed for disaster relief and response teams as well as association pastors and staff.
Prayer requested for Joan Phillip’s sister on ventilator with COVID and for Zach Lloyd healing from COVID. Request prayer for Disaster Relief Director, Ed Hooks.
Moderator discussed the possibility of hosting a Spring 2021 meeting to handle all the items from 2020. Becky Burris suggest a Drive-In Meeting.
Dr. Lee Hickman shared that the Package Stores will be on this election ballot. He has yard signs available at the Clinton Baptist Association for churches/members that would like to put them out to promote people voting “NO” on package stores coming to Clinton City. Early voting started so people are already voting. Spread the word. Pastor Tim Kimsey asked to reserve two signs to put out at the Prayer tent on the highway.

Executive Board Meeting Minutes for May 5, 2020 were reviewed and unanimously approved.
Financial Report was reviewed and approved. Rick Miller asked how the association is doing during COVID. Keith Pierce answered, doing well.
DOM Report given by the Associational Missions Strategist, Keith Pierce. Shared a need for family of/near Blessed Hope Missionary Baptist Church.
CBA Building Update: Ceiling Tiles begun being replaced, Roofers patched the roof, Carpet in conference room put in. 2nd Baptist team put the 1st Coat on the roof, needs second coat, need the awning removed out front and outside of building needs work. Keith investigated the questions about possibly selling the Association building. Spoke with a realtor. The building is paid off. We own it in full. There have not been any suggestions on what to do after selling. We plan to stay in the building as of now. Discussion had about having a mural painted on the outside of the building. Kenny Rains agreed to have a team put together to research and report back. There may be restrictions at the city about a mural. There will need to be some signage for the front of the building. Keith discussed the possibility of holding an association-wide church workday for the building. Nothing was planned or scheduled at this time.
Keith spoke about the transitioning from Atlanta to Clinton and bringing his wife, Coy’s mother to live with them, from Texas. Steve McDonald offered prayer for Keith and his family.
It was recommended that having a mural painted on the outside of the building be researched. There may be restrictions in the city of Clinton about a mural. There will need to be a sign for the front It is decided that the awning will be removed from the front of the building.
Lee Hickman introduced the petition for a Package Store to come to Clinton, Tn. 357 signatures are needed to have the vote added to the bill. The Package Store vote would show up on the December City Election. Discussion was made about putting together protest about the Package Stores coming to Clinton, with full support of Black Oak Baptist Church. Other churches are willing to back this protest. Tim Kimsey led prayer over the Package Store situation.
Lee Hickman, Finance Committee Chairman, presented the board for voting on the amount of funds to allocate toward the moving expenses of the Association Missions Strategist/DOM to move from Atlanta to Clinton and to get his mother-in-law moved in with them. A vote was presented to allocate $8,000 toward the moving expenses. Vote presented and unanimously approved. If more funds are needed, Executive Board will reconvene to discuss further expenses.
Alex Stephens spoke on behalf of our missions team when it comes to Cross Over Rocky Top and our First Responders: Few weeks ago God put it on my heart as I was watching what was happening with the hashtag BLM, that we have a bunch of officers in our area, that even though they are insulated from a lot of that, but they are not exempt from it. We have good men and women of our law enforcement agencies leaving in droves right now. Not just in big cities: all over. Brother Kenny and I have begun doing things just in our churches. Right now, I would like you to consider this as well. Just writing cards to your local law enforcement agency and having your church do the same thing and the members too. Just to say that we love you and if you need anything let us know. Be willing to possibly take a meal to them one night. If you do not know what these officers do: They work 7am-7pm or 7pm-7am. If you are working 7am-7pm there is not much that is open to get food that is healthy. I work as chaplain in Clinton City, and they receive a lot of candies and sweets, but meals are something that the pm officers love when they receive something that is healthy to eat that is not Burger King. If you have it on your heart to take it to your church and have them love on their law enforcement agencies that would be a wonderful gesture to them. I just want to make this known so you could present this.
Crossover Rocky Top. Our Association Annual Meeting will be at Main Street, Rocky Top. Brother Wayne Phillips came to Executive Board meeting last year. He said he would love to see something done in our Association similar that happened with TBMB and SBC, where our association comes together to love on the community, where the Associational meeting is happening that year. I volunteered to head that up. One of the things we are doing with that is Trainings, with one on one discipleship, evangelism, prayer walks, prayer tents, door to door evangelism, etc. Currently, we have two trainings. Due to COVID trainings dates were changed. One is next Wednesday at Zion: a one-to-one discipleship training with Brother John Ellis leading how to. Also doing one on Thursday. Cap because of Covid. Contact Alex Stephens if you would like to attend or host one of these trainings at your church 865-414-0700. Help us to take the pressure off one person by hosting other trainings at different church locations. These trainings are to go in October evangelize Rocky Top and disciple those people that are being saved. Part of what we are doing is around our Annual Meeting. We are doing on the Saturday before, serve and evangelism. We are going to blitz that community with prayer tents and different things we can do to serve them and love them and let them know about Jesus. On Sunday night, we are wanting to do a big worship service for our association. We have currently, evangelist, Adrian Pray (if you have never heard his Four Chairs message – you can look it up- wonderful message with normally 50% response rate). He will present the word of God. We will have on Monday night a Pastor’s Conference being led by Holly Miller, hopefully we are going to do a Pastor’s Wives conference along with that. We do not know how that is going to play out, but we are hoping to have Holly Miller and that will be at Main Street Baptist Church, Rocky Top. We will have the associational meeting on that Tuesday night. This is a plan. We are trying this for this year, because we want to do a lot of the trainings up front this year. Whoever we go to next year, we want to be able to do whatever we have done at Rocky Top; tweak it, do it better, figure out what went wrong/what went right, and go to that place and do the same thing there, next year.
Sunday night is October 18th Pastor Conference is October 19th and the Associational Meeting on the 20th. Time is looking at 6pm across the board. 6pm dinner for Associational Meeting and the meeting begins at 7pm. Saturday will be 9am for evangelism and serve, October 17th.
Next Wednesday night training and the Thursday night training will be the same material/training. Both meetings begin at 6pm.
If Woodland Park does the Tent Ministry Training, could we do it at the Association?
Would still have to have a cap and registration. Woodland Park will pick a date in August (probably second week of August at the Association). If any church needs to do it at another time or location, Woodland Park is ready to help train. It may be possible to do some training on the street. Could do a filmed training on Facebook or Youtube. No action required.
Alex Stephens: Psalm 42 – Few weeks ago, Keith and I were speaking. Noticed the weariness of our Pastors. Had been doing a lot then covid happened. Spoke about the Grant Proposal for Pastor’s Sabbatical CBA. If we could get 100% involvement from our association and $100 per church to donate to a fund, we would have nearly $5000 to give to one pastor every year to take a one-month sabbatical. What would you say to our Assoc. exploring this idea? To apply the church must donate $100. A lot of pastors do not take time off till they are forced to because of finances. If we could take a little bit of that burden off a little bit and come together. We are talking about being Kingdom Cooperating churches that network together for the glory of God. Part of that is taking care of each other. Pastor Sabbatical Paragraph number 3 referenced. Keith pierce stated that we probably will not get 100% cooperation. We have a lot of pastors that would have to wait a long time, but some of the churches will probably not do this. This is for the ones that will participate. Kenny Rains stated that some of the churches will not need to apply because they have this already in their ministry. There are small churches that would greatly benefit. Alex Stephens stated that realistically we started with one Pastor a year. Suicide is plaguing the pulpit, some of it is burn out. WE must protect our pastors. If we decide to move forward with it, it will be presented at the October meeting. This pastor’s sabbatical coming from Alex Stephens needing to be approved by the churches for the following year. Motion made. Seconded. Keith pierce suggested a committee put together for this project. Question raised if other associations are doing this. Comment made that this is a great movement. Kenny Rains stated that through our conference centers and Carson, etc. it is possible we could get a rate. Know that some are doing reduced rates we could take advantage of. Other places were suggested for cheap sabbatical places to go. Lee Hickman volunteered, if a testimonial for what a sabbatical can do, he would be happy to do that at the Assoc meeting. Also, stated that you can go to the Cove for free and just pay your way there and back. Black Oak Baptist Church will support this. Alex stated he does not know if other associations are doing this. Mentioned that if you have a master’s degree, you can go to the Lily Foundation and get a one-time sabbatical grant for a minimum of three months. You can do it for as much as your church will allow for up to 50,000 dollars. Not every pastor has a master’s degree but are serving faithfully and we got to take care of them. Lily Foundation is a Presbyterian organization but open it to all. Kenny Rains called for a vote to work further on this and be presented at our October meeting. Passed unanimously. Written motion can be made available.

Dr. Lee Hickman prayed for Keith Pierce and the Clinton Baptist Association. Pastor Rick Miller prayed for disaster relief and response teams as well as association pastors and staff.

Moderator discussed the possibility of hosting a Spring 2021 meeting to handle all the items from 2020. Becky Burris suggest a Drive-In Meeting.
Dr. Lee Hickman shared that the Package Stores will be on this election ballot. He has yard signs available at the Clinton Baptist Association for churches/members that would like to put them out to promote people voting “NO” on package stores coming to Clinton City. Early voting started so people are already voting. Spread the word. Pastor Tim Kimsey asked to reserve two signs to put out at the Prayer tent on the highway.

The regular meeting of the Executive Board was called to order by Pastor Kenny Rains, First Baptist Church of Oliver Springs at 7:00pm on July 21, 2020 at Clinton Baptist Association

Executive Board Meeting Minutes for May 5, 2020 were reviewed and unanimously approved.
Financial Report was reviewed and approved. Rick Miller asked how the association is doing during COVID. Keith Pierce answered, doing well.
DOM Report given by the Associational Missions Strategist, Keith Pierce. Shared a need for family of/near Blessed Hope Missionary Baptist Church.
CBA Building Update: Ceiling Tiles begun being replaced, Roofers patched the roof, Carpet in conference room put in. 2nd Baptist team put the 1st Coat on the roof, needs second coat, need the awning removed out front and outside of building needs work. Keith investigated the questions about possibly selling the Association building. Spoke with a realtor. The building is paid off. We own it in full. There have not been any suggestions on what to do after selling. We plan to stay in the building as of now. Discussion had about having a mural painted on the outside of the building. Kenny Rains agreed to have a team put together to research and report back. There may be restrictions at the city about a mural. There will need to be some signage for the front of the building. Keith discussed the possibility of holding an association-wide church workday for the building. Nothing was planned or scheduled at this time.
Keith spoke about the transitioning from Atlanta to Clinton and bringing his wife, Coy’s mother to live with them, from Texas. Steve McDonald offered prayer for Keith and his family.
It was recommended that having a mural painted on the outside of the building be researched. There may be restrictions in the city of Clinton about a mural. There will need to be a sign for the front It is decided that the awning will be removed from the front of the building.
Lee Hickman introduced the petition for a Package Store to come to Clinton, Tn. 357 signatures are needed to have the vote added to the bill. The Package Store vote would show up on the December City Election. Discussion was made about putting together protest about the Package Stores coming to Clinton, with full support of Black Oak Baptist Church. Other churches are willing to back this protest. Tim Kimsey led prayer over the Package Store situation.
Lee Hickman, Finance Committee Chairman, presented the board for voting on the amount of funds to allocate toward the moving expenses of the Association Missions Strategist/DOM to move from Atlanta to Clinton and to get his mother-in-law moved in with them. A vote was presented to allocate $8,000 toward the moving expenses. Vote presented and unanimously approved. If more funds are needed, Executive Board will reconvene to discuss further expenses.
Alex Stephens spoke on behalf of our missions team when it comes to Cross Over Rocky Top and our First Responders: Few weeks ago God put it on my heart as I was watching what was happening with the hashtag BLM, that we have a bunch of officers in our area, that even though they are insulated from a lot of that, but they are not exempt from it. We have good men and women of our law enforcement agencies leaving in droves right now. Not just in big cities: all over. Brother Kenny and I have begun doing things just in our churches. Right now, I would like you to consider this as well. Just writing cards to your local law enforcement agency and having your church do the same thing and the members too. Just to say that we love you and if you need anything let us know. Be willing to possibly take a meal to them one night. If you do not know what these officers do: They work 7am-7pm or 7pm-7am. If you are working 7am-7pm there is not much that is open to get food that is healthy. I work as chaplain in Clinton City, and they receive a lot of candies and sweets, but meals are something that the pm officers love when they receive something that is healthy to eat that is not Burger King. If you have it on your heart to take it to your church and have them love on their law enforcement agencies that would be a wonderful gesture to them. I just want to make this known so you could present this.
Crossover Rocky Top. Our Association Annual Meeting will be at Main Street, Rocky Top. Brother Wayne Phillips came to Executive Board meeting last year. He said he would love to see something done in our Association similar that happened with TBMB and SBC, where our association comes together to love on the community, where the Associational meeting is happening that year. I volunteered to head that up. One of the things we are doing with that is Trainings, with one on one discipleship, evangelism, prayer walks, prayer tents, door to door evangelism, etc. Currently, we have two trainings. Due to COVID trainings dates were changed. One is next Wednesday at Zion: a one-to-one discipleship training with Brother John Ellis leading how to. Also doing one on Thursday. Cap because of Covid. Contact Alex Stephens if you would like to attend or host one of these trainings at your church 865-414-0700. Help us to take the pressure off one person by hosting other trainings at different church locations. These trainings are to go in October evangelize Rocky Top and disciple those people that are being saved. Part of what we are doing is around our Annual Meeting. We are doing on the Saturday before, serve and evangelism. We are going to blitz that community with prayer tents and different things we can do to serve them and love them and let them know about Jesus. On Sunday night, we are wanting to do a big worship service for our association. We have currently, evangelist, Adrian Pray (if you have never heard his Four Chairs message – you can look it up- wonderful message with normally 50% response rate). He will present the word of God. We will have on Monday night a Pastor’s Conference being led by Holly Miller, hopefully we are going to do a Pastor’s Wives conference along with that. We do not know how that is going to play out, but we are hoping to have Holly Miller and that will be at Main Street Baptist Church, Rocky Top. We will have the associational meeting on that Tuesday night. This is a plan. We are trying this for this year, because we want to do a lot of the trainings up front this year. Whoever we go to next year, we want to be able to do whatever we have done at Rocky Top; tweak it, do it better, figure out what went wrong/what went right, and go to that place and do the same thing there, next year.
Sunday night is October 18th Pastor Conference is October 19th and the Associational Meeting on the 20th. Time is looking at 6pm across the board. 6pm dinner for Associational Meeting and the meeting begins at 7pm. Saturday will be 9am for evangelism and serve, October 17th.
Next Wednesday night training and the Thursday night training will be the same material/training. Both meetings begin at 6pm.
If Woodland Park does the Tent Ministry Training, could we do it at the Association?
Would still have to have a cap and registration. Woodland Park will pick a date in August (probably second week of August at the Association). If any church needs to do it at another time or location, Woodland Park is ready to help train. It may be possible to do some training on the street. Could do a filmed training on Facebook or Youtube. No action required.
Alex Stephens: Psalm 42 – Few weeks ago, Keith and I were speaking. Noticed the weariness of our Pastors. Had been doing a lot then covid happened. Spoke about the Grant Proposal for Pastor’s Sabbatical CBA. If we could get 100% involvement from our association and $100 per church to donate to a fund, we would have nearly $5000 to give to one pastor every year to take a one-month sabbatical. What would you say to our Assoc. exploring this idea? To apply the church must donate $100. A lot of pastors do not take time off till they are forced to because of finances. If we could take a little bit of that burden off a little bit and come together. We are talking about being Kingdom Cooperating churches that network together for the glory of God. Part of that is taking care of each other. Pastor Sabbatical Paragraph number 3 referenced. Keith pierce stated that we probably will not get 100% cooperation. We have a lot of pastors that would have to wait a long time, but some of the churches will probably not do this. This is for the ones that will participate. Kenny Rains stated that some of the churches will not need to apply because they have this already in their ministry. There are small churches that would greatly benefit. Alex Stephens stated that realistically we started with one Pastor a year. Suicide is plaguing the pulpit, some of it is burn out. WE must protect our pastors. If we decide to move forward with it, it will be presented at the October meeting. This pastor’s sabbatical coming from Alex Stephens needing to be approved by the churches for the following year. Motion made. Seconded. Keith pierce suggested a committee put together for this project. Question raised if other associations are doing this. Comment made that this is a great movement. Kenny Rains stated that through our conference centers and Carson, etc. it is possible we could get a rate. Know that some are doing reduced rates we could take advantage of. Other places were suggested for cheap sabbatical places to go. Lee Hickman volunteered, if a testimonial for what a sabbatical can do, he would be happy to do that at the Assoc meeting. Also, stated that you can go to the Cove for free and just pay your way there and back. Black Oak Baptist Church will support this. Alex stated he does not know if other associations are doing this. Mentioned that if you have a master’s degree, you can go to the Lily Foundation and get a one-time sabbatical grant for a minimum of three months. You can do it for as much as your church will allow for up to 50,000 dollars. Not every pastor has a master’s degree but are serving faithfully and we got to take care of them. Lily Foundation is a Presbyterian organization but open it to all. Kenny Rains called for a vote to work further on this and be presented at our October meeting. Passed unanimously. Written motion can be made available.
